A bill is a proposal for a new law, or a proposal to substantially alter an existing law. A bill does not become law until it has been passed by the legislature and, in most cases, approved by the head of state. Bills are introduced in the legislature and are there discussed, debated on, and voted upon.
Bill Process
Presentation : Prepared by the Government or Members of Parliament and presented in the House of Representatives/Country.
Amendments : Changes can be made to the Bill through amendment motions (adding / deleting words).
Approval : Must be approved by both houses and receive the consent of the Yang di-Pertuan Agong to become an Act.
